Constituency Development

Polltics helps in advising and assisting local bodies and candidates with the problems and development strategies at the constituency level as well.

We undertakes research work in the development domain commissioned by reputed organizations and individuals.

Majority of this work tends to be field based, which requires research fellows to travel extensively across the country to understand specific aspects of development – ranging from identification of successful development initiatives, to codification of best practices, to impact assessment of Government programs.

Such research often involves observing various development initiatives in action and interacting with associated stakeholders – Government officials, private agencies, and program beneficiaries.

These research projects help Polltics expand its knowledge base of potential development initiatives and its network of prospective implementing agencies, thereby complimenting the organization’s constituency development work with elected representatives.

Polltics partners with progressive Members of Parliament across political parties and supports them with holistic development of their constituency.

Once on board with a MP, Polltics establishes a ‘Development Office’ at the constituency level with his support – comprising of a combination of Polltics’s team and local youth – through which development initiatives across three categories are driven.

Structured Jan-Sampark (Grievance-HelpLine)

  1. Initiatives in this category aim towards creating a structured ‘grievance redressal mechanism’ for the MLAs, Member of Parliament with four key features:
  2. Any constituent can approach the MP’s office, not just the ones who know the MP
  3. A time bound action is taken on the grievance or request put forward by the constituent
  4. A communication is sent back to the constituent about the action taken and the next steps
  5. The system continues to work even when the MP is physically not present in the constituency
  6. This aspect of constituency development also includes supporting development oriented outreach activities for the Member of Parliament with the objective of understanding the concerns of the constituents (to raise them at appropriate platforms) and seeking their inputs before finalizing stance on key issues of pubic importance.

Development through Government Initiatives

  1. This category of constituency development work comprises of three components:
  2. Working together with the Member of Parliament, and in close coordination with the District Administration, to leverage relevant Central and State Government programs for the benefit of different target groups within the constituency
  3. Monitoring implementation of existing Government programs in the constituency through forums like the ‘District Vigilance and Monitoring Committee’, where the Member of Parliament has an important role to play, often as its Chairman
  4. Ensuring complete and effective utilization of Member of Parliament Local Area Development Scheme (MPLADS) funds to support high impact and innovative initiatives in the constituency, while closely monitoring their progress

Development through Private Sector Interventions

  1. The objective of initiatives in this category is to leverage innovative solutions from the private sector and execution capabilities of private entities for the benefit of the constituents. This involves picking an important development issue in the constituency, identifying key private sector organisations (NGOs, social enterprises etc.) in the country which have specific solutions for that issue, and getting these organisations to start their operations in the constituency. This often means supporting these organisations, using the influence and network of the MP, in one or several of the following ways:
  2. Arranging for infrastructure for the initiative
  3. Helping with local recruitment of manpower
  4. Mobilizing beneficiaries towards the initiative
  5. Fast tracking Government approvals (if any)
  6. Linking to CSR or Government funding sources
  7. Initiatives in this category exemplify the role of a Member of Parliament as an enabler and catalyst of development work, which gets various stake-holders together to work towards a common objective.
